The Defence Trade Controls Act (Commonwealth) will soon enact criminal penalties for researchers who provide intangible supply of “dual-use” research that is pure science or primarily commercial applicable, but could potentially be used for a military purpose.

“Intangible supply” extends to sending email of details about areas listed in the Defence and Strategic Goods List (DSGL) to a recipient outside Australia.  The DSGL “dual use” list is broad, including several topics in:
•    Materials Processing;
•    Electronics;
•    Computers
•    Telecommunications and Information Security;
•    Sensors and Lasers;
•    Navigation and Avionics
•    Marine;
•    Materials, Chemicals, Micro-organisms and Toxins;
•    Aerospace and Propulsion;
•    Nuclear Materials.

This is a complex area but the UWA Office of Research Enterprise is preparing material to assist researchers to comply, and will be conducting information and training sessions across the University over the next few weeks.  Immediate questions on this topic can be addressed to Dr Mark Dixon, Associate Director for Research Integrity, MBDP: M459, [email protected] , (08) 6488 7613.
